So, this rose actually has not been bred by Vineland Research and Innovation Centre's Canadian Hardy Rose Breeding Program but was developed much earlier (2001) by Agriculture and Agri-Food Canada in Morden, Manitoba?

Yes, you are correct.
Vineland Research and Innovation Centre expects to introduce the first rose developed at their site in 2018.

This rose selection has been named 'Canadian Shield, the first of the 49th Parallel Collection, and is being introduced in 2017. It coincides with the 150th anniversary of the founding of Canada.
