Billy, the foliage of Mrs. Harold Brocklebank looks to be an ashy olive that I associate with some Pernetianas. Is my impression accurate?

Hi Cass
The image from the scanner makes the leaves look much more dense and firm than they look to the eye. (Old, well-loved scanner died and replacement produces images with a disappointingly shallow depth of field.)
At the moment they are a dark green colour with leaf stalks, stipules and some veins picked out in red, and the reverses of the leaflets are much paler. They're not an olive green and at this stage the foliage looks more tea-like than suggestive of Pernetiana.
The fragrance is more like the Teas than the Pernetianas as well.
This is a very small, young plant and it's going to be interesting to see how it develops.

When our local Heritage Roses in Australia group were manning a display table at Perth Garden Week a couple of years ago a couple came up to look at the roses and told us about a rose they grew that had been treasured in their family for a long time. We were thrilled to hear of a named 'Mrs Harold Brocklebank' and they seemed pleased that someone had heard of the name before. So names and phone numbers were exchanged and they said that they would strike us a cutting.
True to their word they returned this year with a young healthy plant in a pot and a handful of blooms from the parent plant. A couple of our members are going to nurture it in the pot and try to propagate it next season so hopefully I'll be able to replace these first photos with better shots from a more established plant in time.
In the meantime I'll add a note to that scan of the leaves to say that they are just there to show the shape and that the colour and density is misleading.

We're left wondering about the parentage of so many of the lovely roses Dickson introduced as HTs. I wonder whether any private records do survive.
