The partnership between Herb Swim and O. L. Weeks was formed in the early 1950s and their first introduction was 'White Charm' in 1958.
On page 59 of his book Roses - From Dreams To Reality (published in 1988) Mr. Swim writes:
CIRCUS was given an AARS Award while I was still at Armstrong Nurseries but introduced after my departure and a new firm formed in the shape of a partnership with O. L. Weeks of Ontario, California. The new company was to operate under the name of SWIM & WEEKS. After fifteen years as Research Director at Armstrongs, it was discovered that more and more I was becoming involved in administrative matters that took away time from plant breeding. A wish to continue rose breeding was strong enough to inspire a drastic change at forty-eight years of age. Mr. Weeks, whom I had always known as Ollie (pronounced Olie), had for a number of years operated Week's Wholesale Rose Grower as a solely owned nursery supplying nursery-grown roses to retail dealers. Fortunately for me Ollie also wished to become involved in a new and fascinating profession and business. I had known him for many years in the relationship of a licensee of Armstrong Nurseries' patented roses and was aware of his integrity.
