Hello, and welcome. Roses are a wonderful hobby. Congratulations for picking them as a hobby.
I have no idea which nursery will send bare root roses to the Philippines, but I suggest you click on the "Nursery" link on the left side and choose "List by location". I think nurseries from New Zealand, Australia or Japan might ship roses to you? You would just have to look at their listings or maybe e-mail them and ask. I think there even is a German nursery that ships worldwide, but I don't remember which. ..
Good luck and keep posting about your experience here on HelpMeFind.

Once hooked, the craving will never go away.
If you are unable to import bare rooted roses, try to grow them yourself from cuttings. If you see a rose that you like in your neighbourhood, ask the gardener for a couple of cuttings, but Hybrid Teas may not grow too well from cuttings. I suspect in the heat of the Philippines, that any China rose, Tea roses, and Noisette roses will grow well from cuttings. Enjoy your life with roses.

Some countries have very strict quarantine laws. You need to find out whether your country will allow you to import roses.
In general, it's best to buy from nurseries in your area, so you know you are buying a plant that can do well in your climate and soil type.
These are some of the techniques we use for growing roses from cuttings in Australia (late spring to late summer): http://www.heritage.rose.org.au/warm-weather-rose-propagation.html
best wishes,
Margaret

miss.margaret,

thanks for the info;

im looking at it now..and found in the

http://pqs.da.gov.ph/index.php/rules-and-regulations/import

that i can import..but need to secure permit to import..

but i have a hope for the last thing that makes me smile there is a chance that it can enter w/o permit to import..

but im worrying if the lower caption of the regulation of importation of bare root roses is covered of that policy which says

Importation Not Requiring Permit to Import

The following imports maybe allowed to enter the country without securing the Permit to Import. However, they are subject to inspection/verification and prescribed treatment and payment of regulatory fees and charges.

1. Plant products not governed by any plant quarantine restriction/prohibition and fruits and vegetables in limited quantity and plant products intended for food or animal feed or those for processing or manufacturing purposes.
2. Properly dried or sterilized, or poisoned botanical specimens or herbaria, provided, free from soil or sand.
3. Fresh flowers, bouquets and other floral arrangements when free from soil, sand and other prohibited materials.

....one thing i know right now is to ask the authority...hmmm..?

:)
