I planted my Penelope 3 years ago and it has not done well for me. It has grown very little and has had very few blooms and gets black spot like crazy. Buff Beauty which is planted nearby at the same time is huge, blooms like crazy and has never had black spot. I don't know whether I should continue to give Penelope a chance or just give up and try another rose in its place.
