I planted 7 tree peonies last year that I ordered from mail order catalogue.  They were 3 year old rootstocks.  I followed all the directions on planting and care.  S far this year ( it is now april) my trees have done nothing. No new growth or buds. What is wrong? What should I do? How long does it take for new growth?

I have a generous opportunity to transplant established older peonies that need to be accomodated now. There are buds everywhere but no blooms yet. Unfortunately, if I am to do this, it needs to be this week, as the property is going on the market and the owner wishes to do this now. I have never done this before, any comments? All suggestions would be greatly appreciated. Within hours they would be all tucked in their new beds.... thank you ann zone 5
