I planted two miniature roses outside this Spring and all the leaves fell off.  Is there a chance the bush will come back again

Are the stems still green or have any green at the base?  If so there is a chance the roses will rebound.

How long have they been leafless?

My experience and suggestion: There is a chance you planted too early? Too cold? It's a necessity on my part when I plant roses to use a rose starter. I use inexpensive B-1 that one can buy by the quart or gallon - usually 2 teaspoons added to a gallon of water - at Walmart or Orchard Supply and Hardware. I assume you prepared the soil well. I've started to use only potting soil in my beds and no compost. Have 14 large beds and over 600 miniature roses. If your plants are still green limbs the leaves will probably come back. Do apply vitamin B-1 immediately and once a week for about 3 weeks. Keep well watered until the roots take a firm hold- every-other day for the first 2 weeks. Placing my miniatures in lowered beds allows me to water a number of roses at one time to a depth of 2 inches. With good drainage roses love water. Good luck. Frank Adams mini-roses#1
