My "Charles de Gaulle" is 2 years old now. The plant is still spindly, the blooms are firmer and bluer; but the fragrance is still disappointing when compared with "Sterling Silver" or "Lagerfeld". How long should I give this rose to perform as advertised?

Most roses require at least three years to be at their best. The first year to make new roots, the second year to get settled in and finally the third year to bloom as they should. I would prune Charles back by a half the next spring to incourage stronger canes. If that doesn't work, place a stick beside his space with a new rose name on it to frighten him into doing his best!
