David Austin, in the 2011 edition of "The English Roses", describes 'Francine Austin' as ".... the only spray-flowered English Rose, the result of a cross between a Multiflora Rose and a Noisette Rose.". He also says: "With a little encouragement this rose makes a satisfactory climber, particularly when planted against a wall.".

In the descriptions made by the Austin nursery themselves, all the roses are flattered (a lot).
The negative characteristics are left away and each newly introduced rose is presented in superlatives.
I've learned that these comments often ought to be taken with a (big) pinch of salt!
But there are beautifull roses in their stock/assortment. And some behave different as described, maybe due to growing-conditions, climate, or the expectations of the breeder were higher than these roses could substantiate/realize in practice!

That applies to every nursery's description of their own plants.
Many Austin roses get much bigger in warm climates than they do in the UK. With that interesting breeding, it may well be a climber in Aus.

Here in Northern CA, she seems to fulfill the requirements of a climber. Mine is still young and has been moved a few times, so I can't speak for her maturity, but after a year or so in the same place her canes are long and flexible and are easily being woven in a zig zag up the side of a narrow arch.
