Bred by Constant Soupert (Luxembourg, before 1937).
Introduced in Luxembourg by Soupert & Notting in 1937 as 'Bundesrat Häberlin'.
Class:
Pernetiana.  
Bloom:
Orange-pink.  Crab-pink.  Large, double (17-25 petals) bloom form.  Long, pointed buds.  
Growing:
USDA zone 6b through 9b (default).  
Patents:
Patent status unknown (to HelpMeFind).
Notes:
Heinrich Häberlin (September 6, 1868 Weinfelden - February 26, 1947 Frauenfeld), Swiss lawyer, politician and minister (Bundesrat) from 1920-1934.

'Bundesrat Häberlin' in Sangerhausen seems to be crimson and is probably mislabeled.
