There is just one, 1864, reference that attributes 'Archiduc Charles' to Dubourg. Most other references attribute it to Laffay. Is the 1864 reference reliable?

I'd say that it's likely that the 1864 reference (Forney) or some source of his somehow got confused by some wording somewhere pertaining to the pre-1834 light pink to rose Bourbon or China 'Général Dubourg', with this result. Anything's possible, however: Since there's no other mention by anyone of the Dubourg origination, and the statement comes about 40 years after the rose's introduction, perhaps it's better to relegate Dubourg to a footnote, as in "Forty years after the rose's introduction, author Forney stated, without giving a source, that it originated with Général Dubourg, a statement which we record here without accepting or denying."; There was a Dubourg in Vaucresson at the time who did indeed involve himself with Chinas etc.; but I've never associated him with the military/political figure Général Dubourg, and Forney explicitly states that it's the General from whom it came. As we see from Desportes, the Dubourg of Vaucresson seems to have been able to offer his Chinas and other roses without the intervention of Laffay, as we see from Desportes.

Forney seems to have mixed up Dubourg with the Comte du Bourg, who was lieutenant-general, however a century earlier (1655-1739). Or confused with General Delaage? The book of Prof. Forney is otherwise reliable.
The distance of Vaucresson (Dubourg) to Auteuil (Laffay) is 10 km. In 1824/25 Laffay was 30 years old and introduced/bred a remarkable amount of roses already, after only 3 roses in the prior years. I would love to see more info on Laffay and his early years.

The General Dubourg who became prominent in 1830 was he of the July Revolution, Hugues Frederic Robert Dubourg, February 6, 1780-February 17, 1851, veteran of Waterloo (lost an arm). For his splash during the July Revolution, see the Memoirs of Dumas: "For five hours, he [Dubourg] had been master of Paris; and, for two of those five, his name had been on all lips. He was to reappear a second time to be hounded out of the Hotel de Ville, and a third when he was very nearly assassinated."

Any insight on why a French nurseryman would name a rose for a general that defeated Napoleon in battle?

Possibly it was good politics to show that you were against Napoléon after his downfall.

Acquired from Antique Rose Emporium in 2004; planted in Zone 8b near Austin, TX in full sun.

This rose grew in full Texas sun with summer temps consistently exceeding 100 degrees F for 90+ days in a row. Drought conditions with little or no supplemental watering - average annual rainfall of 30" +/-. No spray.

After 3 years in the garden to become well-established, this rose bloomed prolifically in flushes from March through November and grew to 6' x 5'. It didn't seem to care whether I pruned it or not.

This is a reliable rose under tough conditions. Although we moved and left this rose behind, the new owners report that he's still going strong after 17 years "of service".
