Bred by Frank A. Benardella (United States, circa 1998).
Introduced in United States by Nor' East Miniature Roses in 2004 as 'Picotee'.
Class:
Miniature.  
Bloom:
White, white reverse, red edges.  None to mild fragrance.  20 to 25 petals.  Average diameter 1.5".  Double (17-25 petals), borne mostly solitary, in small clusters, exhibition bloom form.  Blooms in flushes throughout the season.  
Habit:
Medium, bushy, upright, well-branched.  Small, semi-glossy, medium green foliage.  
Height of 18" to 2' (45 to 60 cm).  
Growing:
USDA zone 5b through 10b.  Can be used for beds and borders, container rose, cut flower, exhibition or garden.  Disease susceptibility: very disease resistant.  Remove spent blooms to encourage re-bloom.  Spring Pruning: Remove old canes and dead or diseased wood and cut back canes that cross. In warmer climates, cut back the remaining canes by about one-third. In colder areas, you'll probably find you'll have to prune a little more than that.
