The original version of Blaze is a once blooming rose, and if you have it, there is nothing you can do to force it to rebloom. It's genetic. In the early decades of the last Century, there appeared some repeat blooming mutuations, or sports, of it which rebloomed. It was originally sold as Improved Blaze, and you can still find old catalogs advertising it that way. If your Blaze is the original, it's actually a museum piece, as the repeat blooming one is pretty much all you'll find in commerce.

I have the same problem. It is growing but has not bloomed again since it was planted.

It may take three or more years for it to establish itself. It blooms on old wood or wood produced the previous year. If you haven't protected that growth over the winter and it has died back, you will not get blooms. It starts all over again in spring as if it were year one. I am sorry it is taking so long but it will go and bloom like crazy when it is established
