To retain water in a steep hill, I put black plastic edging. The best one is "Professional Landscape Edging - Lifetime guarantee" sold at HomeDepo. I put this 4" to 5" deep to stop grass roots from growing inward. Then I firmed down with dirt (gravels or coarse sand is best), put down thick newspaper, then bricks on top. This triple-layer holds in water and stops grass from growing into the bed.
