I saw this rose in Tollcross Park, Glasgow in 2010. It looked more like a floribunda, and the flowers were in clusters and not fully petalled. (I would say 16-20)

'Centre Stage' is a good groundcover rose in my garden in Norway. (SW of Oslo). I grow it on its own root. It is easy to propagate and is almost disease free. Hardy and prolific, it is well suited for cold climate. (Hardly freezes back.)
I am astonished that this rose is not used more. Flowers look like Rosa Canina (smaller) and it flowers continously in the season.
