ROSE BUDS EDGES,LOOK AS IFTHEY WERE BURNT.LIKE A PIECE OF PAPER WHICH HAS CAUGHT ON FIRE

You may have thrips or rose midges. Both these insects will damage your rose buds so that they die and dry up. Knock a bud onto a white piece of paper and if there are very tiny fly like insects then they will be thrips. Cut open a bud and if you see tiny white maggots inside then they will be rose midges. Both can be cured with an insecticidal spray.
