Only have 4-6 hours of sunlight per day.
Can you recommend a rose for this low light condition.

That depends upon many factors. 6 hours of sun closer to the Equator is equal to eight, ten or even twelve hours of full sun in many areas of the Northern States or Canada. On average, Hybrid Musk roses will "tolerate" more shade than many other classes of roses. You'll need to check how cold hardy the specific variety you select is to be sure it will succeed in your zone. You might explore Iceberg or Brilliant Pink Iceberg as they are more tolerant of shade than many other floribundas or Hybrid Teas.

How do you make an orange tree produce sweet oranges?

Well, since this is a rose site and not an orange site, you won't find the answer here. But, if oranges are anything like roses, different varieties will have different characteristics. That said, it's probably a good guess that some orange varieties are "sweeter" than others.
