Origin:
Bred by Hans Jürgen Evers (1940-2007) (Germany, before 1986).
Introduced in Germany by Rosen-Tantau/Tantau Roses in 1988 as 'Victoria'.
Class:
Floribunda.  
Bloom:
Dark red.  None to mild fragrance.  20 petals.  Average diameter 4".  Medium, semi-double (9-16 petals), cupped bloom form.  Blooms in flushes throughout the season.  
Habit:

Height: 2' to 3' (60 to 90cm).  Width: 2' (60cm).
Growing:
USDA zone 5b and warmer.  Disease susceptibility: disease resistant, susceptible to blackspot .  Spring Pruning: Remove old canes and dead or diseased wood and cut back canes that cross. In warmer climates, cut back the remaining canes by about one-third. In colder areas, you'll probably find you'll have to prune a little more than that.  Requires spring freeze protection (see glossary - Spring freeze protection) .  Can be grown in the ground or in a container (container requires winter protection).
