A rose sold for groundcover but which … can by no means justify that description … shiny leaves are very healthy. The bush will reach 4 feet in height, and reasonably closely planted, will make a most colourful hedge.

This means that it will maintain about half of its foliage even without fungicide treatments. The Conard-Pyle Company, US producer of the rose, recommends three preventive spray treatments if you want plants to keep their foliage through the season; apply fungicidal soap or garden sulfur combined with an anti-transpirant as soon as leaves emerge in spring and twice thereafter.
