My L'aimant Floribunda rose has only one very tall stem, what can I do, is it too late to prune it?there are many buds on the top of this tall stem.

Prune your rose back hard the next spring and it should put up new basal canes from the base.

According to Harkness Roses this Rose HARzola is now sold under the name 'Merlin' (under which a different rose ist listed in your database.
