In the American Rose Society Annual for the year 2000 there is an article about polyantha roses... the author cites numerous cases... which even though classified as miniature, he suggests that they might be classed as polyantha since one parent (or grandparent) was a polyantha rose... [however, Ralph Moore believes] if it looks like a miniature it must be a miniature... ['Frosty'] is low growing and somewhat spreading in habit... the parentage is mostly from Rosa wichuraiana! No 'Rouletti', 'Oakington Ruby', or 'Tom Thumb' in it. But it grows and looks like a miniature so that is how we classified it.
