Origin:
Bred by Howard & Smith (United States, before 1935).
Introduced in United States by Henry A. Dreer Archive in 1935 as 'Fluffy Ruffles'.
Class:
Floribunda.  
Bloom:
Light pink, rose-pink reverse, silver(y) shading.  Mild fragrance.  Large, semi-double (9-16 petals), in small clusters, cupped bloom form.  Blooms in flushes throughout the season.  
Habit:
Upright.  Leathery foliage.  
Growing:
USDA zone 6b and warmer.  Spring Pruning: Remove old canes and dead or diseased wood and cut back canes that cross. In warmer climates, cut back the remaining canes by about one-third. In colder areas, you'll probably find you'll have to prune a little more than that.
