An accomplished horticulturalist in her own right, Lady Phyllis Moore (née Wilhelmina Phyllis Paul) was the wife of Sir Frederick William Moore, who was in charge of the Royal Botanic Gardens, Glasnevin, for 43 years.

In the article. "'The red-rose bordered hem of her'—Ireland and roses" from the 1991 Canadian Rose Annual, Dr. Charles Nelson wrote:
"Graham Stuart Thomas' passion for roses was nurtured by his contacts with people like Lady Moore, and by Ireland's gardens..."
