For the rose breeder "Foulard", his name was Jacques Foulard, not François Foulard! I wonder where did you find the name "François" it is a misreading. Thanks in advance for updating the correct identity.

That's a good thing that you've taken into consideration the informations concerning this forgotten horticulturist. Nevertheless, his name was (and still was) Jacques Foulard, not François Foulard!
Jacques for the first name Foulard for the last name

for the rose breeder Oscar Foulard, you can now change his file:
his true identity was Jacques Foulard (born 1795 in Courceboeufs, died 1864 in Le Mans, SARTHE) He was mayor of Brûlon in 1826, then moved in Le Mans in 1830. He was a proeminent distinguished amateur horticulturist and has bred many roses. Some of them are hidden, erroneously attributed to other breeders. He was a friend of the famous Jean-Pierre Vibert and Jean Laffay. Oscar Foulard was only the name of one of his sons, and also the name of one of his most famous moss rose. for biblio see on Google Books "Edouard Guéranger, 1865, Le Jardin Foulard, deuxième note, printed in Nantes).
