Orange Triumph is reported to be a slightly cupped stiff flower which does not always open fully. This one is also quite different from all the other Orange Triumph photos.
I'm not a member but have been researching this rose and believe I have it growing.

Yes, it seems too full. The 'Orange Triumph' I saw in Sangerhausen and in Austria were double, cupped, and not always expanding fully, as you say.
