From the patent application:

This invention relates to a new and distinct variety of hybrid tea rose plant, originated by crossing the variety Royal Visit (unpatented) and the variety Cynthia Brooke (Plant Patent No. 551).

My mistake. I didn't notice that the patent number 1000 was from New Zealand.
The NZ patent does not list parentage.
