According to this source: http://www.paeo.de/aaa/07770.html this peony was bred by Wister (1961).

The reference to Wister on the site of Carsten Burkhardt means that 'Higure' is mentioned in his book "The Peonies" (1962). John C. Wister is not the breeder.
