Who has experience with this rose bush? Within 20 years my Juno was only once beautiful. What does she need?

I can't resist replying, colloquially, that a rose that is beautiful only once in 20 years needs "spade pruning".

Take a cutting and start a new one maybe you could have more luck in an other part of your garden.
