It seems clear from early references that this HP was introduced by Paul in 1851 as 'Queen Victoria' (Paul's), and hailed as a white La Reine. 'La Reine à fleurs blanches' may just be the French translation of the 'Queen Victoria' nickname, White La Reine, so if it is a synonym, why not also 'White La Reine'?
I don't know that the 'White La Reine' AKA 'Queen Victoria' of 1860 attributed to Margottin is the same rose, but the descriptions sound alike. http://www.helpmefind.com/gardening/l.php?l=2.36403.1&tab=1
Possibly Margottin introduced Paul's 'Queen Victoria' in France, and subsequently got the credit for breeding it by some sources?

I think you are right on the ball Virginia. But there is very little information in the Margottin c1860 file.
It is probably too early to suggest merging these files before calling for more information.
Because it has taken me a little while to get my head around these roses, I am recording here some details:
Plant 21912. Alias 54119. La Reine a Fleurs Blanches. Syn:
Plant 21912. Alias 20875. Queen Victoria (HP, Fontaine, 1850).
Introduced by Paul, 1851 and said to be white, light pink undertones.
Plant 36403. Alias 54120. White La Reine. Syn:
Plant 36403. Alias 43381. Queen Victoria (HP, Margottin, c1860)
This rose was said to be flesh-white.

I agree that it's not really possible to say for sure from this distance, but I suspect they are the same rose.
