Continuing down the rabbit hole . . . According to Chevy Chase Historical Society Facebook page, Dr. Charles Whitman Cross had a very large rose garden in the Washington D. C. area - 2000 rose bushes. Niels J. Hansen worked for Dr. Cross and together they collaborated to produce several new rose hybrids (including Chevy Chase, the Rambler). Red Boy was obviously one of the hybrids.
Hansen was an important influence on J Benjamin Williams.

References added, thank you! We seem to have an error in listing the roses bred by Dr. Cross and Mrs. Cross under one heading. Probably need some more background on both. Mrs. C. W. Cross is mentioned as from Washington, D.C., while Dr. C. W. Cross is referred to Chevy Chase, Md. Work and home? (25 minutes by car)

Chevy Chase, although in Maryland, is a metropolitan DC neighborhood.

Another reference - Roses in Colour and Cultivation, p. 227.
Red Boy (H.T.) has semi-double few petalled flowers of orange-red passing to deep pink, freely and continuously borne, upon exceptionally vigorous plants with deep green glossy foliage. Hansen 1939.
Letter codes following the entry indicate it was tall growing, suitable for a pillar.

'Red Boy' as listed in the 1940 Bobbink & Atkins catalog. p. 6.
Red Boy. Poly. (Dr. W. Cross, 1939) Propagation rights reserved. Fine plants blooming freely, with 3 1/2 nearly single flowers. The color is brilliant scarlet with an orange base and the blooms age light red. Prominent yellow stamens. Bushy plant with strong foliage which should be pruned only as necessary. A Polyantha with vigor and ability to bloom. 5 petals.
