All the Fairy roses present the same problem: whether they are selections of a species or seedlings of a cultivar. Lumpers will place them all together as cultivars of Rosa chinensis var. minima, while splitters will list them separately, in single quotes, awaiting genetic evidence of their relationships to one another.
