The climbing version of the polyantha Clothilde Soupert can attain 3m/10' in less than a year (potted!) in my southern California.

I'm at the bottom of a small valley between the main expanse of the San Fernando Valley and the Santa Monica mountains, and get marine weather 85% of all nights, so for me the fall flush of Climbing Clothilde Soupert has major balling issues that it might not a bit further inland. It also didn't seem to like the very cold nights (38°F/3°C) that we've had about a dozen of.
I have high hopes for its first spring.

There are an interesting lot of confusing references for the two 'Clotilde Soupert Climbing' roses.
