Bred by Unknown Dutch origin (Netherlands, before 1790).

Gallica / Provins.  
Bloom:
Crimson, carmine-red shading.  Velvety.  Large, very double bloom form.  Once-blooming spring or summer.

USDA zone 6b through 9b (default).

Patent status unknown (to HelpMeFind).

Jules Gravereaux says 'Cramoisie Éblouissante' is probably synonymous with De Pronville's and Redoute's 'Cramoisi Brillant'. However, the 1790 catalogue of Jean Krebs and the 1792 catalogue of Voorhelm & Schneevogt in Holland lists two separate roses.
