I feel fairly sure that the breeder Norman, refers to Albert Norman, UK.
I am not sure that an orange pink ‘Ena Baxter’ (hybrid tea, Norman, 1946) ever existed. There are no references to justify this rose that I can find.
Cocker bred a salmon-pink HT ‘Ena Baxter’ in 1990.
And Albert Norman bred the red HT ‘Ena Harkness’ in 1946. However, after reading Jack Harkness ‘Roses’, p98 on this rose: “Willie Harkness brushed aside the proposal to use his name, and suggested his wife’s instead”, there may be a possibility that Willie’s wife’s maiden name had been Baxter, and ‘Ena Baxter’ had been a Albert Norman rose that never made the grade. All guesswork.

Later edit, just for the record. - The Rose Annual 1969, p164 has Jack Harkness saying "My cousin Ena is very good on flower arrangement...."

Another later edit. The Rose Annual 1971, p185 Ena Jeffries has reviewed a book and has added after her name ("Ena Harkness").
