I had to do some digging, because it didn't make sense for Bailey Nursery to have bred this. Here is the breeder:
"Rhona Catherine dr 2001 Bailey, John " per rose.org 2008 miniflora list.

Thanks Michael. I have added the breeder and suspect that it might be the John J. Bailey, England mentioned in p365 in Modern Roses 9. But only because the photographer, guardinner2018 lives in England and said he had it named after his mother.
But there is a bit of a puzzle somewhere because John Bailey used 'Adrian Bailey' as a parent, and 'Adrian Bailey' was said to have been bred by Dr. Edwin Bailey in Minnesota, U.S.

Maybe they're related or the family moved to the UK? =/ I dunno.
