Who was / is Ruffle?

I think they meant that the petals are ruffle-cut, like a brand of potato chips. Or crinckeled if You like.
You can look it up on google.
It is certainly not Dutch! (as the breeder Interplant is)

"Ruffle" has been used as the name for the a family of roses. In that case, the apostrophe can be used, I believe.
