I found one very similar old rose shrub over 2 m tall, in the old cemetery in Podgora, Croatia. Small flowers so 3 cm in diameter at long stalks, with pleasant fruity scent. Reminds me of R. chinensis from pic. :http://www.helpmefind.com/rose/l.php?l=21.81109 .

Dr. Yuki Mikanagi of the Natural History Museum & Institute, Chiba ,Japan reports that:
Rosa rugosa 'Scarlet' has a synonym, 'Beni-Hamanashi', which means Scarlet Rugosa in Japanese, and it is a variety raised by Mr. Seizo Suzuki.
At the end of 1980s or at the beginning of 1990s, he showed me this rose, and at first, I could not believe it's a hybrid of Rosa rugosa, because of its leaf shape and vivid flower colour.
I asked him to give me some petals of this rose, and checked pigments of this flower.
As a result, it showed accumulation of typical Rosa rugosa pigment, paeonidin 3,5-diglucoside, and I understood, it's a hybrid of R. rugosa.
Unfortunately, its raised year and parentage is uncertain.
Mr. Suzuki could tell me about its parentage, just, Rosa rugosa x a red HT.
