The RHS Encyclopedia of Roses lists parentage as Baronne Prevost x Portland Rose. 2003 edition, p101 (thanks to Roseus over at Rose Hybridizers)

There is a bit of a mixup in the RHS encyclopedia. The parentage reported there is one of those attributed to 'Mme Boll', which is probably what is sold currently as 'Comte de Chambord'. There is no recorded parentage for 'Comte de Chambord'. Even for 'Mme Boll', several alternatives exist.
