The more modern Hybrid Musks like 'Wilhelm', 'Will Scarlet' and Hamburg, with their habit of growth more closely resembling tall Floribundas, have their trusses of bloom mainly at the top and are grand for growing behind and peering over the kind of wall, about 60cm (2 ft) high, which is often to be found dividing a garden from the highway.

p23 I was fortunate in being able to develop a race of very hardy continuous-flowering shrub roses. These include the deep crimson Hamburg (1935), the orange scarlet 'Bonn' (1950), and the deep purple-red 'Elmshorn' (1950), which are now widely grown as shrub roses.

Wilhelm Kordes. Roses in Germany.
....Besides these free-flowering dwarf types, there was a demand for repeating hardy bush roses and long ago I began to hybridise with a dwarf but extremely free flowering Musk Rose of Pemberton's 'Robin Hood'. This gave some seedlings with larger flowers, hardy and making bushes up to three or for feet high and with a real crop of blooms in the late summer. Some of these seedlings notably 'Eva' and Hamburg were used again for breeding. From these, we got a real strain of perpetual bush roses that could be used for hedges or as specimen plants or in the border as small groups. ....This absolute fungus resistance led to further attempts to get the immunity into dwarfer forms. It soon became evident that the factor that prevented fungus growth on the 'Eva' and 'Hamburg' types were easily transmitted to seedlings and we soon had a splendid collection of absolutely foolproof sorts that made the Hybrid Polyantha type the ideal plant for public gardens and private gardens where little spraying or attention were possible.
