It could almost be Rosa roxburghii 'Plena'.

If you look at my other Picture you can see the hips. And now I look again at this picture that leaves are strange, but I understand: that is another Rose beside this one: that leaves are from dr. E.M. Mills. And yes Dr. E.M. Mills has rugosa blood in it. But the flower is from Vivid. I did not see that when I posted this picture. Excuse me for that.
