It's this really a climber? I'm checking different sources like PW and some say shrub and not climber.

How does this compare with Distant Drums? Based on images it seems it's a brighter version of its parent but unsure about other characteristics.

Are there any locations in the US which have this available? I'm interested in getting one, but I'm not having any luck.

Rose Listing Omission
Ultra Violet Simplicity
This newest member of the Simplicity family will not fail to wow you with its amazingly vibrant blooms in varying shades of purple. Simplicity Roses are known for their quick and effortless growth habits, and this rose is no different. Each bloom varies in color from light to dark purple, and the color even seems to change throughout the season. The amazing different colored purple blooms contrast against dark green, glossy foliage. Unlike other Simplicity roses, Ultra Violet produces strong clove fragrance that will stop you in your tracks as you pass by. Adding to its already full list of qualifications is its great resistance to rust, powdery mildew, and black spot so you don't need to worry about it in your garden. Add it to beds, borders, or anywhere you want some purple perfection in your landscape.
