in my experience, its cercospora and not bs. Seems rather common in many initial species crosses. I tossed 100% of my Rosa virginiana work out over it. Very disheartening. It was bad. Yet the parent species was healthy. Also seen in many other species crosses. My Rosa canina work never has had it, however. Or glutinosa work.

Many roses get blackspot in my garden but Rosa virginiana is always very healthy.
