Description of "Velvet Cloak" in Justice Miniatures year 2000 catalog: "When the first flush of blooms appear, they will show you how the name came to be chosen. The sparsity of petals means it will never attend a rose show. The effect created by a mass of yellow stamens against the very dark, red background virtually guarantees that everyone will stop for a second look. 16 to 18" tall, covered with dark green foliage. Seems to be happy in all climates."

And I can confirm that this rose is a profuse bloomer. Quite a striking rose, all in all. Too bad it has disappeared from commerce.
